Quality of Service for Internet
Quality of service is a key issue in Internet regulation. The regulator’s responsibility is to establish quality of service (QoS) guidelines or parameters, as well as the methods and procedures for monitoring operators’ performance against these established parameters.
The fundamental objective in establishing QoS targets and reporting is to ensure that the consumers at large are served in terms of specified Service Level Agreement (SLAs) and at the same time that the operator is not impeded from carrying out day-to-day operating routines as a result of excessive reporting requirements.
The Internet Quality of Service assessment framework serves as the stepping stone whereby service availability, service quality and reliability, adequate and equitable bandwidth access to consumers in Mauritius are measured and assessed. The purpose of the Internet Quality of Service assessment framework provides insights into aspects of the performance consumers are experiencing in using their Internet service.
Measurements include the actual data rates and Internet performance received by Internet users. The data collected provides insights into the type of performance Internet users are receiving with reference to particular types of Internet access plans they have acquired.
