THE TELECOMMUNICATION ORDER (2 of 2004)
In exercise of the powers conferred upon it under the Information & Communication Technologies Act 2001, the Information & Communication Technologies Authority (hereinafter referred to as the Authority ) hereby makes the following order in respect of tariff for inter-island roaming by mobile prepaid subscribers: -
1. Short title, extent and commencement:
i. This Order shall be called "The Telecommunication Order (2 of 2004)".
ii. The Order shall come into force with immediate effect.
2. Tariffs for Mobile Telecommunication Services
i. The tariff for calls made or received by prepaid subscribers of Mauritius while "roaming" in Rodrigues and of prepaid Subscribers of Rodrigues while roaming in Mauritius shall be subject to the maximum tariff specified in Schedule-I hereto.
ii. The above tariff shall apply with immediate effect.
iii. It shall be open to the mobile operators to charge tariffs lower than those prescribed above.
iv. The Telecommunication Order (2 of 2003) shall continue to be applicable for post paid mobile subscribers.
3. Explanatory Memorandum
This Order contains at Annexure-A, an explanatory memorandum to provide clarity regarding the tariffs specified in this Order.

Annex A
EXPLANATORY MEMORANDUM
1. The ICT Authority issued Telecommunication Order (2 of 2003) in respect of tariff for inter-island roaming by mobile subscribers wherein a supplementary charge of Rs 0.50 on outgoing calls was prescribed.
2. Cellplus Ltd launched its inter-island roaming service for post paid subscribers last year.
3. Now Cellplus Ltd is providing the inter-island roaming service to prepaid subscribers also.
4. The prepaid subscribers are charged on a per second basis and the prepaid system of Cellplus is not compatible with the computation of a fraction of a cent. Cellplus has accordingly submitted a request for approval by the Authority to charge Rs 0.60 per minute for inter- island roaming for prepaid subscribers on outgoing calls.
5. Based on the above, in order to extend the inter-island roaming facility to prepaid subscribers and facilitate billing, the Authority has approved the tariff as given in Schedule-I and illustrated in Annex B.

The charges for making a call by prepaid roaming subscribers from the other island shall be equal to the outgoing call charges (for all categories such as local PSTN, PSTN of home island, local mobile, home mobile, IDD, etc) as per its subscribed plan plus a supplementary charge Rs.0.60 per minute |
