The Information and Communication Technologies Authority (ICTA) is the National Regulatory body for the ICT and telecommunications sector in Mauritius.

Applications are invited from suitably qualified candidates for the post of:
1. Manager Service Regulation and Legal Affairs (permanent and pensionable)
1. QUALIFICATION
A.
• Holder of an LLB (Hons) or any recognised equivalent;
• LLM with specialisation in IT and Telecommunications Law is desirable;
• Should have a minimum of five years’ standing with active practice at the Bar;
B. Candidates should –
(i) possess good management, leadership, effective communication and negotiation skills;
(ii) be able to establish good working relationships with other departments and with stake holders;
(iii) have a good knowledge of English and French usage, both written and spoken;
(iv) be proactive and have a high sense of trustworthiness and discretion, and
(v) be computer literate.
C. Experience in a regulatory environment will be an advantage.
2. DUTIES AND RESPONSIBIITIES
1. Report to the Director of Service Regulation and Legal Affairs;
2. Manage the Department of Service Regulation and Legal Affairs;
3. Attend and participate in international meetings;
4. Extend assistance in arbitration matters;
5. Vet contracts, licences and other agreements;
6. To represent the ICT Authority in any court proceedings;
7. Draft regulations, directives and decisions as may be required;
8. Assist in the preparation of briefs for matters before the ICT Appeal Tribunal or any other court of competent jurisdiction;
9. Assist the Legal Counsel in court proceedings;
10. Assist the Director of Service Regulation and Legal Affairs during hearing sessions of the Authority and chair hearing sessions, if required;
11. Provide legal assistance to other departments, where required;
12. Coordinate with legal counsel/advisors for legal related matters;
13. Manage database for court cases, relevant laws and regulations;
14. Act as interface between the Service Regulation and Legal Affairs Department and other departments for all legal related matters;
15. Manage the processing of Commercial licences;
16. Perform such other duties directly related to the Legal Department or related to the delivery of the output and results expected from incumbents in the roles ascribed to them.
- Candidates are requested to submit a copy of their Barrister’s card from the Mauritius Bar Association.
2. Manager – Transformation and Projects (2-year contract)
1. QUALIFICATION:
Candidates should possess:
1. A recognised degree in Information Technology, Computer Science, Engineering, Business Administration, Project Management, Management or another relevant discipline.
2. A postgraduate qualification in Digital Transformation, Business Administration, Project Management, Technology Management or a related field.
3. Relevant professional certification such as PMP, PRINCE2, Agile, Scrum, Lean Six Sigma or equivalent would be an added advantage.
4. At least 5 years managerial experience in project/programme management, digital transformation, business transformation, process improvement or a related area.
5. Demonstrated experience managing complex and cross-functional projects.
6. Sound understanding of project governance, risk management, change management and benefits realisation.
7. Good understanding of digital technologies, data, automation and emerging technology trends.
8. Strong analytical and problem-solving capabilities, with the ability to translate organisational challenges into practical solutions.
9. Excellent stakeholder management, negotiation, presentation and communication skills.
10. Ability to influence and coordinate multidisciplinary teams, including teams over which the position may not have direct hierarchical authority.
11. A strong results orientation with the ability to manage multiple priorities and deliver within demanding timelines.
The ideal candidate will combine strategic thinking with strong execution capability.
He or she will not simply manage project schedules, but will act as a transformation catalyst challenging existing ways of working, bringing structure to complex initiatives, leveraging technology and data, and ensuring that strategic projects produce tangible organisational benefits.
2. DUTIES AND RESPONSIBIITIES
Reporting to the Executive Director, the successful candidate will:
1. Develop and coordinate the organisation’s transformation roadmap, aligned with its strategic objectives.
2. Identify and assess opportunities for organisational, operational and digital transformation.
3. Lead and coordinate strategic projects and cross-functional transformation initiatives from conception through implementation.
4. Establish appropriate project governance frameworks, methodologies, standards and reporting mechanisms.
5. Define project objectives, scope, deliverables, milestones, resources, dependencies, risks and performance indicators.
6. Monitor the organisation’s portfolio of strategic projects and provide management with clear visibility on progress, risks, dependencies and required decisions.
7. Establish dashboards and management reporting tools to track project and transformation performance.
8. Work closely with business units to review, redesign and optimise processes, reducing unnecessary complexity and improving organisational efficiency.
9. Promote the effective use of digital technologies, automation, data and emerging technologies, including artificial intelligence, to improve organisational performance and service delivery.
10. Facilitate cross-functional collaboration and ensure alignment between business, technology and operational requirements.
11. Coordinate change-management activities to support the successful adoption of new processes, systems and ways of working.
12. Identify project risks, constraints and implementation challenges and facilitate timely corrective action.
13. Develop business cases and undertake cost-benefit and impact assessments for proposed transformation initiatives.
14. Support procurement and implementation activities associated with strategic projects where required.
15. Manage relationships with consultants, technology partners, suppliers and other external stakeholders involved in transformation programmes.
16. Promote a culture of innovation, accountability, continuous improvement and delivery excellence throughout the organisation.
17. Undertake post-implementation reviews to assess whether projects have delivered their intended benefits and identify lessons for future initiatives.
18. Perform such other duties directly related to the main duties listed above or related to the delivery of the output and results expected from a Manager – Transformation and Projects in the roles ascribed to him.
3. Director of Communications and Sustainability (permanent and pensionable)
1. QUALIFICATION
Candidates should possess:
1. A recognised degree in Communication, Public Relations, Journalism, Marketing, Humanities or another relevant field.
2. A postgraduate qualification in any one of the fields mentioned above.
3. Significant professional experience in corporate communication, public affairs, stakeholder engagement, sustainability or a related field, with demonstrated experience at managerial level for a minimum of 8 years.
4. Strong understanding of contemporary communication channels, including digital and social media.
5. Demonstrated ability to manage complex stakeholder relationships and sensitive communication issues.
6. Knowledge of sustainability, ESG principles and emerging sustainability practices.
7. Excellent written and verbal communication skills, with the ability to communicate complex matters clearly to different audiences.
8. Strong strategic thinking, leadership, interpersonal and organisational capabilities.
9. High standards of integrity, judgement, professionalism and discretion.
10. IT Skills
The ideal candidate will be a forward-looking leader who can combine strategic communication, reputation management, stakeholder engagement and sustainability into a coherent organisational agenda.
He or she should be comfortable operating in a complex institutional environment, advising senior leadership, engaging with diverse stakeholders and translating strategic priorities into compelling communication and measurable sustainability initiatives.
2. DUTIES AND RESPONSIBIITIES
Reporting to the Executive Director, the successful candidate will head the department and:
1. Develop and lead the organisation’s overall communication, corporate affairs and sustainability strategy.
2. Advise the Executive Director and senior management on communication, reputation, stakeholder engagement and sustainability matters.
3. Manage the organisation’s corporate identity, brand positioning and public image across traditional and digital channels.
4. Lead media relations, including press releases, media statements, interviews, press conferences and responses to public or media enquiries.
5. Develop proactive communication campaigns to improve public awareness and understanding of the organisation’s mandate, initiatives and achievements.
6. Strengthen the organisation’s digital and social media presence, ensuring timely, accurate and engaging communication.
7. Develop and maintain effective relationships with government institutions, industry stakeholders, media organisations, civil society, international organisations and other strategic partners.
8. Establish appropriate mechanisms for monitoring public sentiment, emerging issues and reputational risks.
9. Develop and oversee crisis and strategic communication protocols to ensure effective responses to sensitive or high-impact situations.
10. Lead the development and implementation of the organisation’s sustainability and ESG framework, including appropriate objectives, indicators and reporting mechanisms.
11. Promote environmentally and socially responsible practices throughout the organisation.
12. Coordinate sustainability initiatives and ensure that sustainability considerations are progressively embedded into organisational policies, projects and decision-making.
13. Develop sustainability and impact reports highlighting progress against established objectives and commitments.
14. Represent the organisation at relevant national and international meetings, conferences and stakeholder forums.
15. Lead, develop and manage the Communication and Sustainability function and its resources.
16. Perform such other duties directly related to the main duties listed above or related to the delivery of the output and results expected from a Director of Communications and Sustainability in the roles ascribed to him.
